| The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications from qualified individuals for the position of Democracy and Governance Specialist for its Mission in Liberia.VACANCY #: HR-008/08OPEN TO: ALL INTERESTED CANDIDATESCurrent employees serving a probationary period with the Mission are not eligible to apply.POSITION: Democracy and Governance (DG) SpecialistOPENIING DATE: August 26, 2008CLOSING DATE: September 8, 2008WORK HOURS: Full-time: 40 hours/weekSALARY: Ranging from USD 17,469.00 to USD 36,901.00 p.a. depending on full performance standards. excluding allowancesNOTE: ALL ORDINARY RESIDENT APPLICANTS MUST HAVE THE REQUIRED WORK AND/OR RESIDENT PERMITS ALLOWING WORK IN COUNTRY BEFORE BEING ELIGIBLE TO APPLY.BASIC FUNCTIONS OF POSITIONThe successful applicant will serve as a technical program analyst and program manager to the Mission, providing expertise and analysis on democratic and economic governance issues in Liberia. He/she will also be a key liaison between USAID and Liberian civil society. The position will be under the supervision of the Democracy and Governance Office Director and will work closely with the Senior Economic Governance Advisor/Governance and Economic Management Assistant Program (GEMAP) Manager. MAJOR DUTIES AND RESPONSIBILITIESA. Reporting and Analysis- 50%Identifies and analyzes democratic and economic governance developments of strategic importance and implications for US Government interests in Liberia, and prepares written reports on breaking developments, emphasizing the policy implications for DG program and GEMAP implementation.Tracks developments in key Government of Liberia ministries, public corporations, key aspects of local government, civil society (including media) and regional organizations and provides analysis and recommendations for DG and GEMAP technical assistance.Conducts research and analysis as needed, and prepares information materials for use by the DG team and the Mission in connection with his/her discussions with USG elements (both in Liberia and in Washington), other donors, international organizations, Liberia government officials, the Liberia private sector, Liberia civil society organizations and DG and GEMAP implementing partners.Conducts formal capacity building in specified governance areas for the benefit of GOL ministries, agencies, and SOEs participating in GEMAP implementation.Tracks the progress of Liberian civil society organizations (including media) in building capacity to engage in advocacy and to effectively manage their programs and activities. Monitors the impact of USAID assistance to the sector, recommends approaches and adjustments the Mission’s strategy in the sector, and takes a leading role in designing programs that maximize the impact of USAID assistance. Serves as a resource person to Mission personnel by answering technical questions and providing guidance related to democracy and governance programs and activities.B. Program Management- 50%Serves as the Cognizant Technical Officer (CTO) for DG programs as assigned by the DG Office Director. Responsible for all technical and administrative aspects of democracy and governance programs managed, including responsibility for program design, monitoring, evaluation, and reporting of program activities. Oversees implementation of assigned activities through periodic field visits and reports to DG Office Director and advises on progress and implementation problems.Provides guidance to all Mission technical teams on the democracy and governance sector and in the achievement of program results as needed.Provides technical guidance to Mission officers, host-country officials and contractors/grantees on program monitoring and performance management requirements; works with partners to analyze and interpret data; provides guidance to implementing partners on activity impact assessments.Keeps abreast of problems that affect activity progress and assists partners in revising activities and plans, as necessary, in light of changing circumstances. Is responsible for all trouble shooting with assigned grantees and implementing partners; answers a broad range of implementation questions. Is responsible for official communication to and from assigned partners.Maintains close liaison with the Liberian Government, other international donors, and private agencies supporting civil society and democratic and economic governance programs in Liberia; keeps counterparts informed regarding USAID activities.Provides advice/guidance to contractors/grantees on USAID regulations regarding overall program management, procurement, financial monitoring, etc. Prepares and amends Action Memoranda, MAARDs, grant program descriptions and scopes of work and accompanying budgets for assigned activities. Monitors and manages implementation activities of sub-contractors and short-term experts and make recommendations for Mission action.Assists the DG Office Director and the Senior Economic Governance Advisor/GEMAP Manager in monitoring all technical assistance and other actions requiring review and /or approval to ensure timely implementation.Carries out other duties as requested.REQUIRED QUALIFICATIONS, EDUCATION AND PRIOR EXPERIENCEEducation: A Master’s Degree in Economics, Development Studies, Public Administration, or International Relations (or other appropriate field) is required. Prior Work Experience: At least seven years of progressively responsible experience in economic or governance analysis, social science research and analysis, development policy analysis, public administration/policy analysis or closely related field. At least four years of progressively responsible program management experience in the above fields or closely related fields. Skills and Abilities: Applicant must have the ability to identify research and analyze development trends and provide recommendations for assistance in the democracy and governance sector. Applicant must have strong inter-personal skills, excellent computer skills, and the ability to mobilize and work effectively with civil society and implementing partners.
